The door can be opened with a key to the mine
found in "Inside the jail"
Head to the Tainted side of the Aquamarine Cathedral and kill a corrupted guard for their uniform (leather helmet, steel shield, sturdy mallet/short sword).
Wear the outfit and then head to the Jailor on the castle side.
Say yes when asked if you forgot the key to receive a key to the mine.
